Fill a large pot with water and place a sous vide immersion cooker into the water. Set the temperature to 185 degrees F (85 degrees C) as per the manufacturer's instructions.
Scrub the carrots under cold water and dry them thoroughly. Place the carrots in a large vacuum bag in a single layer, along with cubed butter, honey, 1/2 teaspoon of salt, and chili powder. Seal the bag using a vacuum sealer, making sure to stop the sealing process early if needed to prevent liquid from escaping.
Place the bag into the water and set a timer for 60 minutes. If there is any remaining air in the bag, use a heavy object to weigh it down and ensure that it is completely submerged throughout the cooking process.
Preheat the oven broiler and position the rack 4 inches away from the heat source.
Once the sous vide timer is up, cut open the bag and transfer the carrots to an oven-safe dish, along with 3 tablespoons of the liquid from the bag.
Place the dish under the broiler for 2 minutes. Toss the carrots and broil for an additional minute.
Remove the dish from the oven and transfer the carrots to a serving dish. Spoon any remaining juices over the top of the carrots. Optionally, sprinkle with parsley and additional salt to taste.
